The Jira or Tempo Administrator permission does not automatically give access to view the worklogs of other users. 

Access to view the worklogs of other users can be given either on Tempo Team or on Project level.

If you only need to see the worklogs of your team, but not of all users in your instance, then you should only grant yourself the "View Worklogs"  (Cloud or "View Team Worklogs" Server) for permission for the teams you need to review view the time logged. In this case, you do not need the View All Worklogs permission for the projects that your team is working on.  

On cloud, access Access to worklogs of other users on Team-Managed (former Next-Gen need ) projects needs to be given for each Project individually, see also Permissions needed to see other users' worklogs in Team-Managed (former Next-Gen) projects.

However, if you need to see the worklogs of all users on issues of a specific Jira project, you will need the "View all worklogs" permission for each of the JIRA projects you are reviewing. The 'View all Worklogs' permission for the Project is required to view other users' worklogs.viewing.

Please note that in all cases, the viewer needs to have access to the issues other users have logged time on (Browse Projects permission for the Jira project)

Cloud instances: Please , bear in mind that the permission could take up to an hour to kick become active in permanently JIRA, even if it looks like it has already happened.
