Plan from Staff Members
You can ask Tempo Budgets to automatically plan Human Resources based on the staff's member cost rates and availability, assigned issues or planned items. It will populate the planned costs with Human Resources matching the current structure of the folio's staff.

Tempo Budgets offers 3 options when planning from the current folio's staff.
Click to check Conceal sensitive information if you wish to hide the names and the cost rates of staff members.
If the folio already has one or more human resources planned, the planning from staff will replace all these human resources with the new generated planned human resources.
Based on Staff Members' Availability
Planning based on the staff members' availability will create a planned human resource for every member of the staff and set its effort based on the availability of the staff member defined in his availability table. The cost rate will be taken from the staff member's cost rate table. If more then one spans the availability time frame an average cost rate will be computed.
Select to replace all existing planned human resources with the staff members' availability (this can be found under the Staff tab).
For each staff member:
Determine the availability period by using the team member’s earliest start date and latest end date of availability periods. This is important for determining the total available hours of the team member for that period.
For example, if a team member is available from May 4th, 2021 to Jan. 4th, 2022 for 776 hours and then Jan 5th, 2022 to May 5th, 2022 for 536 hours, then their availability period will be from May 4th, 2021 to May 5th, 2022.
Determine the team member’s total capacity in hours for the period of the folio. You can find these values under the team member’s Reg. Hours in the Availability section. This will be used to calculate the Total Planned Cost.
Using the example above, the total capacity between May 4th, 2021 to May 5th, 2022 will be 1312 hours which is a sum of 776 hours and 536 hours.
Note that the total planned cost is not the same as the remaining estimate; the total planned cost covers the full period whereas the remaining estimate are the hours that remain from the present day.Navigate to the Cost tab to view a summary of your budget.
A) Total Planned Cost: A sum of all operational expenses. Note:Â Every time resources are planned from staff based on their availability, then planned human resources are going to be categorized as operational cost.
B) Planned Effort: The team member’s availability period, capacity in % and total available hours.
C) Planned cost rate: The team member’s cost rate for the folio’s time frame. If the team member has multiple cost rates within the same folio time frame, then a flattened cost rate will be displayed here. This flattened cost rate will be weighed by the number of working hours in each cost rate period.

Example of cost rate calculation:
Joe has 2 different rates within the same period because he switches from full-time to part-time.
Here are his rates:
100$/h for September
200$/h for October
Joe is available for 50 hours in September, and 80 hours in October.
The flattened cost rate would be [(100 x 50) + (200 x 80)] / 130 = 161.54

Based on Staff Members' Planned Effort
Planning based on the staff members' planned effort will create a planned human resource for every member of the staff and set its effort based on the planned items defined in the Staff Planning section. The cost rate will be taken from the staff member's cost rate table. If more then one spans the availability time frame an average cost rate will be computed.
The Planned Costs are created based on the current staff member's planned hours for the folio's scope. Changing the planned time is not automatically reflected in folios.

Select to replace all existing planned human resources with the staff members' planned effort (this can be found under the Staff tab).
For each staff member:
The amount of planned effort in hours is determined from plans for that staff member within the folio’s time frame.
The planned human resource period is determined to be from the earliest plan start date to the latest plan end date, within the folio’s time frame.
The percentage of availability is determined by what the effort in a. within the period determined in b. corresponds to, based on the folio’s work schedule.
For example, if the planned effort within a folio’s time frame is 300 hours and the planned period includes 50 working days (based on folio’s work schedule) then:
Capacity = 50 working days * 8 hours per day = 400 hours.
Percentage of availability = planned effort/ capacity = 300/400 = 75%
The flattened cost rate is determined based on the staff member’s cost rate(s) (see example below).
Navigate to the Cost tab to view a summary of your budget.

Based on Staff Members' Assigned Issues
Planning based on the staff members' assigned issues will create a planned human resource for every member of the staff and set its effort based on the remaining estimates of the staff member's assigned issues in the folio’s scope. The cost rate will be taken from the staff member's cost rate table. If more then one spans the availability time frame an average cost rate will be computed.

For each staff member:
The Capex and Opex sums of the Original estimates of the Jira issues will be calculated and displayed for the folio scope.
Capex total is the sum of Original estimates on Jira issues in scope that are linked to a Tempo Account of type Capitalized.
Opex total is the sum of Original estimates on all other Jira issues in scope.
Navigate to the Cost tab to view a summary of your budget.
A) Total Planned Cost: A sum of all operational expenses.
B) Planned Effort: The team member’s availability period, capacity in % and total available hours.
C) Planned cost rate: the average of all the team member’s cost rates within the folio time frame (see Example of planned cost rate calculation above).
