To grant Edit Own Worklogs permissions, you need Jira Administrator permissions:

  1. Navigate to Project > Permissions to view the permission scheme associated with the project.
  2. To modify the permission scheme, click on Actions > Edit Permissions in the top-right corner.
  3. Under Time Tracking Permissions, select Edit Own Worklogs permissions.
  4. Modify the permissions as needed.
