Planning work for staff

The folio owner, and other JIRA users who have administrator permission for the folio, can plan time for staff members to work on the folio's issues.

Planning time for work on an issue is not the same as assigning the issue to a JIRA user. Whereas you can assign an issue to only one JIRA user, you can plan work on the same issue for multiple JIRA users.
